Our Wishes for the season

We would like to take this opportunity to Wish the subscribers of LBN, the management of LBN and all our fellow readers a Very Merry Christmas and we hope that you will be able to enjoy this festive spirit even without your favourite cable television provider.

We are taking a break of one week (we should be back towards the latter part of next week) in view of the festive season so please update this blog with the latest developments regarding LBN. We are also updating this blog to the latest version of "Blogger", so due to this upgrade their may be some difficulties in commenting, so please bear with us if there are some problems while we are away. We are trying our best to make sure that the switch over will be smooth and with minimum interruptions.

In other news LBN is facing a barrage of criticism from its subscribers for not updating its customers on the latest developments or whether they are working on alternatives solutions to their customers. We have sent several emails to the management but they have not been replying to us. Initially LBN did update us on the developments of their court hearings but then abruptly stopped doing that and do not reply to our emails either.

We hope that the management starts to update its 10,000+ subscriber base and works harder to restore services that have been halted for over 6 months now.

We also urge the TRC and all institutions to speed by the issuing of licenses to LBN so that their customers may not be victimized any further.

We would also like to urge the customers of LBN to form a Subscriber Unite similar to CBNsat and we are sure that CBNsat Subscriber Unite will be able to guide you in forming one once there are people who are willing to take the lead in forming this unit.

We hope that this unfortunate crisis that hit the cable television industry in Sri Lanka will be sorted out soon and we will see the restoration LBN services very soon.

Once again we request you to keep updating this blog with the latest news regarding LBN as the days progress.

About Us

The Telecommunications Regulatory Commission of Sri Lanka (TRCSL) was established under the Sri Lanka Telecommunication (Amendment) Act No. 27 of 1996.m As the national regulatory agency for telecommunications in Sri Lanka we will promote sustained development in the telecommunication industry by shaping the regulatory process, protecting public interest and being responsive to challenges in an increasingly competitive market. TRCSL will ensure that competition in the market is open, fair and effective.
Objectives of TRCSL;
• To ensure the provision of a reliable and efficient, national and international telecommunication services in Sri Lanka.
• To protect and promote the interests of consumers, purchasers and other users and the public interest with respect to charges for and the quality and variety of telecommunication services provided and apparatus supplied.
• To maintain and promote effective competition between persons engaged in commercial activities.

Responsibilities of TRCSL

• Monitoring competition to ascertain whether operators are meeting public interests objectives.
• To ensure seamless interconnection between networks and services.
• Establishing a general framework of open entry, non-burdensome and transparent licensing

3. Pricing
Ensure that telecommunication services are reasonably priced, taking in to consideration affordability etc.
4. Consumer Protection
To have consumer safeguards in place, and to encourage citizen participation and open dialogue by conducting inquiries in to complaints made by consumers and members of the public.
5. Social Regulation
• Universal Access/Services
We will ensure provision of universal access/services to the rural communities, elderly and people who are differently able.
• Emergency preparedness
• To make telecommunication services available for people with disabilities.

6. Regulation of bottleneck facilities and scarce resources
• Spectrum Management
• Numbering
• Rights of Way
• Space segment

7. High quality telecommunication services.
To ensure that telecommunication services are of a high quality which are just, reasonable and affordable and which will satisfy the needs of the consumers.
8. Promote Good Governance.
We ensure a transparent decision making process, encouraging public participation and giving timely decisions by following principles of natural justice.
9. We ensure that our decisions are fair and impartial.
10. We will help to build a civil society by making our society an "informed" society in this modern information age.
11. In keeping with our vision, we will endeavour to be in the forefront of telecommunication regulation.

YES THE ANON IS RIGHT,ALL THE CBN SUBSCRIBERS ARE SOMEHOW ENJOYING THEIR TRANSMISSION AND THE COMPANY IS EVEN IN MUCH SAFER HANDS OF DIALOG.

WE ARE JUST LOOKING AT THE SKY FOR SOME MIRACLE TO HAPPEN,IF SO IT WOULD HAVE BEEN BEFORE CBNSAT WHO WERE PUT IN A DESPERATE SITUATION BY HULUGALLA AND THE GANG.I DONT THINK THE PRESIDENT WILL SIGN THE LICENCE THAT SOONER AND THE NEXT WILL BE THE MEDIA LICENCE.

WE SHOULD REALY BE ASHAMED OF US FOR DAY DREAMING AS TYPICAL SRI LANKANS.I WOULD DEFENEITLY SWITCH TO CBN WHETHER LBN COMES OR NOT.

eLicences

In terms of the Sri Lanka Telecommunication Act No. 25 of 1991 as amended Government Statutory clearance is required for the operation of a telecommunications system to provide services to the public. The Commission will make recommendations to the Hon. Minister on the issue of Licenses under Section 17 of the Act


Public retail switched access networks
Companies wishing to engage in the provision of these services after the exclusivity expires may apply for Commission authorization, without regard to the nature of the technology to be utilized, including fixed wireline, WLL, or Internet Protocol. Services may be provided over facilities-based networks, or via resale of other network services, or a combination of both.
Dedicated transmission networks.
. Companies wishing to provide any or all of these networks and services will be encouraged to enter these markets with a minimum of regulatory burdens.

Other Licenses
(1) general authorizations or class licenses for networks and services which do not require access to scarce resources and which carry a limited number of rights or obligations; and
(2) individual licenses for networks and services which require access to scarce resources and which have more comprehensive rights and obligations attached to them.

Conditions attached to licenses and authorizations may include the following:
• requirements related to the effective and efficient use of scarce resources such as radio frequencies, numbers and rights-of-way
. • universal service obligations
• obligations related to interconnection of networks and interoperability of services;
• obligation to provide leased lines
. • obligation to maintain network integrity, interoperability of services, data protection, and avoidance of harmful interference
• obligation to provide certain information to the regulator for regulatory and statistical purposes
• measures to prevent anti-competitive behavior
• obligations related to consumer protection (such as billing, disputes settlement, change of access, tariffs, and other conditions)
• obligations to provide customer data base information for a universal directory;
• provision of emergency services
• special arrangements for disabled persons

TRC currently welcome different proposals which will cater for introducing new technologies and foreign direct investment for development of the Country's economy.

How do you apply?
Any proposal to obtain license should interalia include following as applicable:

• i) Project proposal (including network configuration, details and cost of network equipment, proposed investment, projected cash flow statement, business plan and sources of funding the project, implementation schedule, tariff structure)
• ii) Company Profile
• iii) Certificate of Incorporation certified by Department of the Registrar of Companies
• iv) Memorandum and Articles of Association ( A True Copy certified by Department of the Registrar of Companies)

1.Fire a letter to the authorities
2.Arrange a meeting with the LBN MD
3.Get the subscribers together

As mentioned in a prior post,What KALUPERUMA said about the LBN subscribers seem to be the bitter thruth,and its going to be a much longer wait.

I think the LBN subscribers deserves all these,for their attitude and the laziness coupled with sheer inefectiveness.

Yes,Compared to the CBNSAT blog,Our blog was nothing and there was no intiative or plan to get the service back other than praying to God.

We are getting some news that the TRC license would be provided available by the next hearing day. But still they need to get the media license..they may drag that for another 01 or 02 months…who knows.. So we need to push LBN MD & Authorities hard on it.

So have a good holiday and come back with artillery for the battle from 01st Jan 2007!!

There seems to be a lot of comments dissing the LBN subscribers accusing them of being lazy and not doing anything to get the network back on air. Somebody even went as far as saying that LBN subscribers deserve not having a service because of their lethargy. But if you pause to consider the fllowing you might probably think otherwise.

LBN Subscribers (just like any other cable subscriber in the world) paid good money for a service to be provided FOR them. Since this happened at the time of their digital conversion a lot of people paid extra for the digital service but got nothing in return. Now it isn't upto the subscribers to fight the company's battles for them. If LBN want to remain a competitor in the cable TV arena they need to pull up their socks and set about resuming their transmission. the only role the subscribers play in this is as a point of information for LBN to to present at court (as in 10K subscribers being put out of their way because of the situation). If the subscribers paid FOR a service why should they have to ensure that the service is available that's the company's job. For example when LBN has a power failure and the signal gets disrupted we used to call and complain because we pay for the service. When a terrestrial station has a power failure we don't because we don't pay for it.

The CBN subscribers Unite group most definitely deserve praise (and lots of it) for being idealistic individuals who stood up for what they believed in. Good for you guys. But the truth of the matter is that CBNSU wasn't the catalyst behind CBN returning. This takes nothing away from great a group of people but it remains the fact.

as another point of information Many individual LBN subscribers ARE actually going out of their way to call up TRC and PS regarding this problem.

But the prevalent truth is that This is not their job. They are busy with their own jobs earning money to pay bills (one of them which is the cable bill) but sadly the LBN management isn't doing their job (which the subscribers pay for).

bearlylazy- You have touched a point their,Yes CBNCU was not the major factor in CBNsat comming back,But they got together and supported the battle of the CBNsat CEO,He has clearly mentioned this in his presss releases etc.

What matters is that,In a case of this nature the subscribers would press on refunds and preasurize the service provider,But in this situ they worked otherwise and gave moral support to the comapny while putting pressure on the authorities,If they were not on their side this would not have happened.I am well aware that the Media Secretary queried from a official of the CBNSU,"I am alarmed at the trust and faith you have on the company"

We get together & fight or not in our country for the final ultimate result their want be impact. But finally there are enough people to claim the victory. Lbn’s objective to get the licenses or what ever documents under the current management. Thinks were happening very positively. By 1st of jan they are back in business……

Lbn must be financially crippled. Even if they return, they wont be able to expand their cable system without money. They could be crushed by competition!

Just hope may not help. And could you trust the government? They gave up on cbn because Dialog got involved (they were scared). But lbn seems rather defenceless without customer backing. And lbn themselves aren't very bothered!

news is that CBNsat new connections will be on par with the regional DTH in terms of pricing and packaged reasonably.That means price is expected to come down drastically to be affordable to masses as they want to be a regional player.

hope LBN gets its act correct cause it will be drowned in such competition.

If nothing happnes on 09th January - Next Hearing date, it can be rest assured that LBN will never be able to resume trasmission.

Hopefully, CBN will commence new connections by mid Jan
